Newfoundland and Labrador Provincial Nominee Program (NLPNP)
The province of Newfoundland and Labrador is the most eastern in Canada. It consists of two components (Newfoundland, an island in the Atlantic Ocean and Labrador on mainland Canada). The Newfoundland and Labrador Provincial Nominee Program (NLPNP) targets potential immigrants with desirable skills and those interested in converting to permanent status to dwell and work in the province in order to foster economic, social, and cultural progress.

Express Entry Skilled Worker Category
It is anticipated that all skilled workers who are employed in Skill 0, A, or B level jobs defined by NOC, have a valid job offer, and are included in the federal Express Entry pool will be eligible for this stream, under which they can submit an application for Canadian permanent residence.
Minimum requirements
- Valid Express Entry profile is required;
- Full-time position or job offer from a Newfoundland and Labrador company is required (NOC level 0, A or B)
- Must possess or be able to get a valid work permit;
- Post-secondary degree or diploma is required;
- Must possess the required amount of professional experience;
- Must be qualified for provincial certification or licensure, as applicable;
- Must demonstrate a sincere desire to settle in the province;
- Must adhere to the minimal linguistic standards;
- Must have a PNP points evaluation score of at least 67 out of 100;
- Must be financially secure enough to support your family and yourself in the province;
- Certain criteria must be met by your employer.
Procedure
Newfoundland and Labrador will nominate the successful candidates. The Comprehensive Ranking System (CRS) score will rise by 600 points if they accept the provincial nomination, all but ensuring that they will be given an Invitation to Apply (ITA) for permanent residency in a subsequent EE draw. Following receipt of an ITA, the applicant must properly prepare and submit a request for permanent residence in Canada within the deadline. The normal processing time for requests for PR made through Fast Entry is six months.
Skilled Worker Category
With a legitimate job offer from eligible employer in the province of Newfoundland and Labrador, workers with experience at various NOC Skill Levels are welcome to apply under this stream of the NLPNP. A qualifying employer in the province must provide a position that requires a specific skill set, and applicants must meet these requirements.
Minimum requirements
- Must have held a full-time position or a job offer for at least two years from an eligible Newfoundland and Labrador employer.
- Must possess the education, experience, training, and certifications needed for the position.
- A work permit that is still valid and has at least four months remaining.
- Must possess the necessary expertise for the position.
- Must have sufficient funds to relocate to the province.
- Must adhere to the required language standards.
Procedure
The province of Newfoundland and Labrador will nominate the chosen candidates. An applicant has six months to make a federal application for Canadian permanent residency after getting a provincial nomination. Participants in this programme are required to finish and mail a paper-based application for permanent residency to the relevant application centre. Permanent residence petitions submitted on paper through the PNP are typically processed in 18 months.
International Graduate Category
Under this stream of the NLPNP, all applicants who have completed post-secondary education from accredited institutions and who wish to remain and work in Canada on a Post Graduate Work Permit (PGWP) are qualified to apply for Canadian permanent residence. All graduate applicants must be currently employed or have a legitimate employment offer from a qualified employer in the province of Newfoundland and Labrador that is connected to their field of study.

Priority Skills NL
Individuals who seek to indicate their interest in either staying in or migrating to the province and becoming a permanent resident of Canada and who have job experience in professions that are in demand in Newfoundland and Labrador. They must also have a high level of education and language competence, should use the Priority Skills NL process.
Minimum requirements
- Candidates with at least one year of recent experience in a profession in demand in Newfoundland and Labrador.
- Candidates with a recent PhD or Master's degree from Memorial University in technology, medicine, agriculture, or aquaculture
- English proficiency at the Canadian Language Benchmark (CLB) level 5 or above A recent IELTS or CELPIP test must have been taken.
- Have reached the age of 21.
- Intend to stay in Newfoundland and Labrador forever.
Procedure
Candidates may submit an Expression of Interest if they meet the minimal eligibility conditions for Priority Skills Newfoundland and Labrador (EOI). A selection of candidates will get invitations from the province to file a formal application for permanent residence status after being evaluated based on the merits of their EOI.

Essential Skills According to a scoring system akin to the Comprehensive Ranking System utilised in Express Entry, Newfoundland and Labrador will evaluate EOIs.
International Graduate Entrepreneur Category
Graduates of Memorial University or College of the North Atlantic who have already created or acquired a local firm and managed day-to-day operations for at least 12 months are eligible for the international graduate entrepreneur category. The graduate entrepreneur must meet the demands set forth by the Office of Immigration and Multiculturalism in order to be nominated for permanent residence status.
Minimum requirements
- Minimum age of 21 is required;
- Must offer a company continuity plan and ancillary financial records;
- Must have completed a programme with a minimum length of two years at Memorial University or College of the North Atlantic within the previous two years;
- Current post-graduate work permit is required;
- Must achieve the basic standards for either French or English (CLB 7);
- Must have a minimum of one year's experience managing a company in the province in which they own at least a third of the company;
- Minimum of one full-time position must be created for Canadian citizens or permanent residents;
- Must provide proof that the company is profitable.
Application Procedure
The Expression of Interest (EOI) system is used by this programme to choose applicants. An EOI must be submitted using the PNP's online portal in order for a candidate to be taken into consideration for the programme. The most qualified and competitive candidates will be given the opportunity to apply.
Candidates must submit a formal application for nomination to the province after receiving an Invitation to Apply (ITA). The information in the original EOI is supported by the documentation contained in this application.
If an application is accepted, Newfoundland and Labrador will give the candidate an official provincial nomination.
International Entrepreneur Category
The category for experienced business owners or senior business executives who want to settle permanently in Newfoundland and Labrador is called "International Entrepreneur." They are required to launch a new company or purchase an existing one, and they must actively participate in the day-to-day management of the company. The multinational business owner may be nominated for permanent resident status after running the company for at least one year continuously.
- must be between the ages of 21 and 59;
- must meet language requirements in either English or French;
- must own net personal and corporate assets worth CAD $600,000.
- must receive an evaluation of an expression of interest (EOI) of at least 72 points out of 120;
- must be able to invest at least CAD $200,000 (or CAD $1 million in equity) to start a business with a 33.3 percent ownership;
- must have at least two years of recent business ownership or management experience, or five years of recent experience in a top business management position;
- must have a business plan and the necessary supporting documents;
- must possess a high school diploma at a minimum;
- a permanent residence in Newfoundland and Labrador must be planned;
- a minimum of one full-time position must be created for Canadian citizens or permanent residents;
- must demonstrate that the enterprise will be profitable;
- must make an investigation trip to the province before opening or acquiring a business;
Atlantic Pilot Project (Atlantic Immigration Pilot - AIP)
Province of Newfoundland and Labrador took part in the Atlantic Pilot Project (Atlantic Immigration Pilot – AIP). The Atlantic Pilot Project is intended to concentrate on Canada's economic development. The federal government collaborated with Canada's Atlantic Provinces to create the Atlantic Pilot Project. All newcomers or novices who already have a legitimate employment offer from an approved employer in the Canadian Atlantic area are eligible for immigration under the Atlantic Pilot Project. The Atlantic Provinces are:

- Prince Edward Island.
