Nova Scotia Provincial Nominee Program (NSPNP)
Canada's Atlantic Ocean east coast is where the province of Nova Scotia is situated. In order to attract and retain immigrants who can meet labour shortages and significantly contribute to local economies and communities, the province is home to a number of unique Provincial Nomination Programs (PNPs).
Candidates who meet the standards of one of these many streams may be nominated for immigration to Nova Scotia with a three-month processing time target.

Nova Scotia Experience: Express Entry
The Express Entry stream chooses exceptionally qualified people who want to settle permanently in Nova Scotia. A minimum of one year of experience in a job at TEER category 0, 1, or 3 of the National Occupational Classification is required of applicants.
There are two categories under the stream:
Category 1: Arranged Employment in Nova Scotia
Candidates for this category must have an accepted job offer that is backed up by a favourable Labour Market Impact Assessment from a Nova Scotia company. The offered position must be in a profession with a National Occupational Classification (NOC) skill level of 0, A, or B.
Category 2: Paid Work Experience in an Opportunity Occupation
This category requires at least one continuous year of full-time work (or 1,560 hours or more) or an equivalent level of part-time paid work experience in one of the potential occupations over the previous ten years.
Eligibility Requirements
A profile should be prepared and submitted to the government's Canada Fast Entry pool.
For skilled employment in NOC 0 and A, Canadian Language Benchmark (CLB) 7 is required; for NOC B jobs, CLB 5 is required.
Canadian high school diploma or an equivalent qualification.
Age range: 21 to 55.
A year or more of work experience is required in Nova Scotia.
Nova Scotia Labour Market Priorities: Express Entry
The Express Entry candidates with work experience in positions that are in particularly high demand in the province are the focus of the Nova Scotia Labour Market Priorities stream. As of August 2018, this stream only accepts applications from early childhood educators and assistants with experience (NOC 4214).
Min Req.
- Must possess a current Express Entry profile
- Must have received a Letter of Interest on your Express Entry profile from the Nova Scotia Office of Immigration (NSOI)
- Must satisfy the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class work experience requirements for your Express Entry program
- Must possess the necessary supporting documentation to prove your employment history
- Must meet the precise qualifying requirements for the draw;
- Must have enough funds to relocate permanently to Nova Scotia. There can be other conditions for each draw.
Nova Scotia Labour Market Priorities For Physicians: Express Entry
Those with a legitimate job offer from a Nova Scotia health organisation might be nominated under the Nova Scotia Physicians stream in Nova Scotia. The stream's goal is to assist the province's public health institutions in meeting pressing labour shortages.
Two National Occupational Classification (NOC) codes are the focus of the stream:
NOC 3112: Family Physicians
NOC 3111: Specialist Physicians
Minimum requirements
- You need to have sufficient funds to live permanently in Nova Scotia.
- By sending a signed Return for Service Agreement to the Nova Scotia Department of Health and Wellness, you must pledge to remain in the territory for two years.
- You must possess the necessary supporting documentation to prove your job history.
- The work experience requirements for your Express Entry programme must be met (Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class)
- You must have a job offer from the Nova Scotia Health Authority or the IWK Health Center to work as a family doctor, general practitioner, or speciality doctor (NOC 3111 or NOC 3112)
- Your Express Entry profile must be accompanied by a Letter of Interest from the Nova Scotia Office of Immigration (NSOI).
- You must have a valid Express Entry profile
Skilled Worker
Because to the Nova Scotia Skilled Worker stream, employers in Nova Scotia are allowed to hire recent international graduates and foreign workers whose skills are in demand in the province. If a skilled worker receives a job offer from a Nova Scotian company in order to expedite their immigration process, they may be qualified to apply under this stream. The three groups that make up the Skilled Worker Stream each have their own eligibility requirements. They are listed below.
Skilled Workers
Individuals having experience in a NOC level 0, A, or B occupation—also known as a skilled occupation—fall under this group. These highly qualified candidates are given preference.
Semi-Skilled Workers
Workers who are employed in NOC level C, generally known as semi-skilled occupations, fall under this group.
Low-Skilled Workers
People who work in unskilled occupations, sometimes referred to as NOC level D, fall under this category.
Requirements
- Offer of a full-time, long-term job from a Nova Scotian firm.
- A minimum of one year of relevant work experience (semi-skilled and low-skilled workers must have six months of experience with the job-offering employer).
- Between the ages of 21 and 55.
- A high school diploma is required.
- The necessary education, abilities, and/or certification.
- For skilled workers, language proficiency in either English or French must be at least at Canadian Language Benchmark (CLB) Level 5, and at least at CLB Level 4 for semi- and low-skilled workers.
- Financial means to establish oneself in Nova Scotia.
Occupations In Demand
It seeks to employ people in high-demand professions who have a job offer from a Nova Scotian company.
Occupations:
- Transport truck drivers (NOC 7511);
- Nurse aides, orderlies and patient service associates (NOC 3413);
- Light duty cleaners (NOC 6731);
- Heavy equipment operators, except crane (NOC 7521);
- Food counter attendants, kitchen helpers and related support occupations (NOC 6711);
- Food and beverage servers (NOC 6513);
- Construction trades helpers and labourers (NOC 7611).
Minimum Requirements:
- You must meet the minimum language requirement of CLB 4;
- You must have the appropriate training or education required for the job;
- You must have one year of relevant work experience;
- You must have sufficient fund to settle permanently in Nova Scotia.
- You must have at least a high school education;
- You must have a full-time permanent job offer from a Nova Scotia employer in one of the occupations outlined above;
- You must be between 21 and 55 years old.
International Graduates in Demand
International graduates having a permanent employment offer in one of two National Occupational Classification codes are the focus of Nova Scotia's International Graduates in Demand stream.
NOC 3413: Nurse aides, orderlies, and patient service associates.
NOC 4214: Early childhood educators and assistants.
Requirements
- Offer of a full-time, long-term job in NOC 3413 or 4214 from a Nova Scotia firm that fits with your most recent area of study
- Language ability equal to Canadian Language Benchmark (CLB) Level 5 in English or French.
- High school diploma.
- Financial resources to successfully settle in Nova Scotia.
- Complete a course of study within three years of your application of at least 30 weeks in length with at least 50 percent in Nova Scotia.
- Certifications issued by NS regulatory bodies required for the job.
- Candidates under NOC 4214: Program must grant a diploma or degree.
- Candidates under NOC 3413: Program must grant a certificate, diploma, or degree.
- Be aged 21 to 55.
Entrepreneur
Candidates with prior experience in senior management or business ownership are targeted by the Nova Scotia Entrepreneur stream. They must reside in Nova Scotia, open a new company or purchase an existing one, and be actively involved in running it on a daily basis.
Requirements
Own and actively run a Nova Scotia business while wishing to reside there permanently.
Score minimum of 5 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French.
Net worth of $600,000.
Nova Scotia requires a minimum investment of $150,000 to start or buy a business.
Either more than 60 months of experience in a senior business management position OR a minimum of 36 months of experience actively managing and owning a business (with a minimum of 33% ownership).
Be aged 21 or older.
International Graduate Entrepreneur
Similar to the Entrepreneur stream, this stream is exclusively open to recent university or community college graduates from Nova Scotia. They must have established or acquired a Nova Scotia business and run it on a Post-Graduation Work Permit for a full year.
Requirements
- Must show that you are receiving compensation from the business, as a salary.
- Must own a third of the equity of the eligible business;
- Must meet the language requirement of CLB 7;
- Must intend to live in Nova Scotia permanently;
- Must have participated in the daily management of the business;
- Must have lived in Nova Scotia full time during your academic program;
- Must have already owned and operated a business in Nova Scotia for at least one year before submitting your EOI;
- Must have a valid Post-Graduation Work Permit;
- Must have a full-time Nova Scotia post-secondary diploma or degree that is at least two years long;
- Must be at least 21 years old;
